I dunno, the deck doesn't look too solid. Minimal baby stallers, and why run Nurse and Center? Just run 4 center solid, no sence in doing a 2-2 thing considering Nurse is gonna use up your supporter useage. Remember you can only run one supporter a turn.

Personally, I would go 2/2 with the Horseas from NG and AQ, because I love the reverse thrust attack, especially with NR Kingdra.
There's my 2 cents.
I would up your Cleffa count to 3, lower your trainers and energy just a touch. Have you seen the new Crobat/Noctowl deck? NASTY. I will take your hand away, and keep it away forever.

I suggest sticking with the Neo Genesis Horsea to abuse DBG. Or maybe run one of them an AQ Horsea.
Suicune is too easy a prize giveaway, Pichu will be a better addition.
Magby - I think it's better to sub in Elekid. It wins so many prizes over the long term.
Oak's Research? Nope, a fourth Cat is better.
4 Focus Band is overkill, up Trader to four and use three slots to think about how you'll combat Grass decks like Jumpfluff. (Skarmory? AQ Steelix?)
Drop the Fan Club for some extra spaces against Grass decks, and you can also cut the water count to 8. Maximise your Warp Energy to 4, in place of the Switch Trainers. I'd go with the idea of maximising Center.
Water resistance is your weakness, experiment with Steelix.
