Here is a concept deck that uses two heavy Stage 2's.

Electrical Burns

Pokemon 20
4 Charmander (2 ea. E)
2 Charmeleon (E)
4 Charizard (2 LC, 2 E #39)
3 Mareep (Des)
2 Flaffy (Rev)
2 Ampharos (E)
2 Cleffa

Trainers 25
3 Bill
3 Elm
3 Trader
3 Elm’s Training
3 Breeder
3 Focus Band
3 Gold Berry
2 MTM 01 (* to help with energy -2 MTM, +2 SER)
2 Energy Stadium

Energy 15
7 Fire
5 Electric
3 Recycle

The main idea is to get at least 1 each of Amphy and LC Zard on the Bench and using the #39 Zard to due 60 per turn. If you need to do a heavy hit, you can always bring up LC Zard and do a 1 hit wonder. If this happens, just make sure tha you have at least 1 Recycle on him. 2 would be optimal.
If you attach an Electric to Zard and Burn it to fire, you could then move it up to E-Zard and keep it going for a while.
I used Amphy to combat the weakness of Zard's Line. I like the Rev Flaffy for its possible Bench damaging.

i think ur energy screwed and that the odds of getting 2 of ur 2nd stages setup is not very likely
