This is a remake of a Base Set theme deck for the Modified format. First, here's the original Base Set deck:

Now, it's time to fix the deck for the Modified format. I try to avoid incomplete lines, so I turned the 4 Bulbasaur into 2 each of Grass Cube 01 and Water Cube 01, and the Ivysaur into another Kakuna and Beedrill. I then assigned Weedle and Kakuna to Legendary Collection (you can use the existing version if need be), and Beedrill to Neo Discovery.

Next, I consider 4-3 of one Stage 1 line and 2-1 of another as overkill. The only Modified-legal Starmie is Psychic, and I hate the Gyarados line, so I decided to drop both lines. I decided on a Remoraid line of the Neo Revelations Remoraid and the Aquapolis Octillery. I also chose the promo Marill and Aquapolis Azumarill for my other line.

Now it's time to redo the Trainers. Bill was built for the drawing, and since it's in Legendary Collection, it shall stay. I dropped one Grass Energy and one Water Energy to up it to 4. As for my switching strategy, I decided to combine the Gust of Wind and the Switch into four Switch (also legal due to two re-releases). As for my healing, I combined the Potion and Super Potion, as well as one Grass Energy, into Moo-Moo Milk. Next, I dumped 3 Grass Energy for Energy Stadium, and one Grass Energy and one Water Energy to add two Igglybuff, which adds more Sleep to the mixture.

IMO, this deck is still long on Energy and Pokemon. I would drop about 6 Energy (that's 3 each) and one Stage 1 line for Trainers like Elm, Copycat, Oracle, maybe some of the Miracle Spheres, and Focus Band. Personally, I would switch the Milks for Gold Berries.
