Aerodactyl's Pokemon Power "Prehistoric Memory" allows Gyarados to use Magicarp's "Flail" attack for one Water Energy doing lots of damage if Gyarados is badly hurt. Focus Bands will help. Gyarados is very strong for a stage one Pokemon anyway. Wooper and Lapras are good for stalling. Lapras has a good attack as well. Magby turns off Aerodactyl's Pokemon Power on your opponents turn, and when you retreat him the effect goes away and all Pokemon Powers turn back on. E Tyranitar is not going to like seeing Magby in your deck.
