I realize the obvious problem with the deck is that it dies to water almost instantly, which is pretty dangerous considering that there are so many useable Feraligatrs, there's Dark Blastoise, and there's Kingdra, and probably more, but anywyay...
Heat Up makes charging up Cargo a lot easier, and Cargo is pretty much my only chance at taking out water types before they destroy me. Elm's Training and Poké Trader have worked well so far in getting me Cargo and Typhlo out quick, and even if they don't, I've got decent card drawing power to back it up anyway. Switch lets me take advantage of Cargo's power, and Energy Stadium, Focus Band, and Time Capsule's purposes are obvious.
I'm thinking my trainers are a bit unstable, As you can see, I've only included 2 of a lot of trainers. I'd like to give a couple trainers a 3rd or 4th copy, but I really dont know what to drop and what to keep, etc... Any suggestions?

I think that the Cargos are not enough to liquid weakness to water...
Drop all 4 Quilavas from Expedition and add 3 from Neo Genesis set(with "Char" attack). Then, drop 1 Cleffa, and add 2 Neo Genesis Pikachu.
Your Trainers... Drop all Oak's Researches, 1 Poke Breeder, and add 1 more Elm's Training Method, 1 more Time Capsule and 2 fire energy.
So, this is how Your deck now looks like:

This needs a little fine tuning, first of all, drop the whole Magcargo line as it is so freaking slow - unless you play Entei of course. Then... I am to lazy to write down all you need to take out and replace it with, so I'll just give you the finished list:

Well,
You're right wizardmon, this deck needs droping Magcargo line. So, drop it and add 3 Blaine's Ponytas and 2 Blaine's Rapidashes. I think it's one of the best Pokemon ever created. It has 70 HP, 2 great attack and free retreat cost! It can be great alternative for Typhslosion. After dropping Slugmas and Magcargos put one more Pikachu, Electabuzz or Elekid (your choice). One more suggestion: Don't have more than 3 Typhliosions in your deck.
