If he's using all basic pokes, you could use Erika's Dratini, though it has weak HP, it can take only a little bit of dammage from their attacks, and if you load up on heal cards, you can keep it alive, its not the best reccomendation, but its the first thing that came to my mind.

My friend tried that but still got his butt wooped.
I also thought of using this deck because it has resistances and he has weakness to my deck, but I personally know that there is 2 many evo's and very high Retreat Costs.

if you want to beat a deck like that, you need to realize a few things...
Steelix/Slowking is a great combo, but I think the deck runs a lot more efficently if you instead took out the lightning cards for colorless attackers like scyhter and chansey.
looking at this deck take out all 3 buzzes and zappys and 1 onix.
erm....on the other hand just go with this build. Pokemon:21 4 Slowpoke(rocket) 4 Slowking 3 cleffa 3 Onix 3 Steelix 2 Chansey 1 Pichu 1 Scyther/gligar
Trainers:27 4 Oak 2 Copycat(also possible is a 3/3 oak/copycar build. If you do not have copycat, elm will do good as well or oak's research.) 4 Computer Search 3 Item finder 3 Lass 2 Gust of wind 1 Switch 3 Super Energy Removal 3 Gold Berry 2 Energy charge
Energy:12 4 Recycle 4 Double Colorless 4 Metal
With this build, the deck is much faster, but it still has to be treated with no mistakes, this deck cannot live on as many as 1 single mistake sometimes.
Also some additional tips- Against a mostly basic pokemon haymaker, Using lass at the right time is key, usually during the first few turns or after a professor oak, or just whenever you feel it is best.

you could take out the steelix and onix put in some rockets hitmonchan. and some trainers

Sounds like you need sneasel slowking or Raindace with Articuno or a Cleaner with Arcanine and Lickitung.. I suggest you look up some old deck types and give them a go.

How much removal is your GL running? If it isn't 4/4, you might want to run...

Why this deck? Ya already told us that Hitmonchan is not in the Haymaker. Highest damage his deck can do without Pluspower is 40 (Electabuzz). Most of his basics are 70 HP, so Wiggly PP KO.
This deck really should cover all bases.

Clefable/Sneasel with 4/4 removal line
At that point you can use Electrabuzz or Rocket's Zappy as a backup hitter. Play at least 3 counter gyms to both no removal gyms, Sprout Towers and Chaos Gym.
With a strategy such as this, you can take your box at the beginning of the game. God bless you clefable, only needing one energy.

Use Sneasel/King/Murkrow with 3/3 Removal line. Get out 3 King (Lass while building) and Mean look his Scyther. Remove Scyther's energy constantly, and he'll never get to attack you. You'll beat him easily (he doesn't play Metal, Muk or Iggly).
And Elekid is no problem for Murkrow. Just attach a Goldberry, and it will take him an average of 10 turns to kill Murkrow.

if this is the standard, scyther, buzz, chan haymaker this could also work for you. i will not post a whole deck but this should give you a basic idea.
3 cleffa 3 onix 3 steelix 3 mewtwo promo 3 tyrouge
this should be pretty simple to run. us speed, gust of wind, and gold berries. but dont forget to run 4 lass. you need to get this off first turn or you lose.

lol sneasel, that accent isnt funny, its scary. and zapdos, if you use meganium's method, instead of clefable, use switch/togepi promo.

He pushed the time I play him too two more weeks so I still have time to keep play testing. right know I'm going for a sneasel/scyther/slowking deck with lots of energy removal and healing

I am going to have to say I'm anti-Scyther here. Why? Scyther needs DCE to work effectively. DCE and Dark and Rainbow can fit in the same deck -- but not with Slowking and its support taking up as much space as it does. The Trainers will suffer, something you can't afford. That having been said, I will provide two decks: One Sneasel/Slowking, and one Sneasel/Slashtap, built around 0-1 retreat cost hitters (Sneasel, Scyther, Erika's Jiggly, etc.)
Pokemon: 19 4 Cleffa 4 Sneasel 1 Murkrow 4 Slowpoke 4 Slowking 2 Pichu
Trainers: 30 4 Lass 4 Computer Search 3 Professor Oak 3 Item Finder 3 Gust of Wind 3 Ecogym/No Removal Gym 3 Super Energy Removal 2 Energy Charge 2 Focus Band 2 Switch 1 Nightly Garbage Run
Energy: 11 4 Darkness 4 Rainbow 3 Recycle
For the above deck, use Ecogym if you want to feel safer (knowing your energies will come back), use No Removal Gym if you wish to cause your opponent to discard cards needlessly (Your opponent has to discard 2 cards to attempt to play that Removal card BEFORE the Slowking flip(s). If you get heads, their removal goes back and the 2 cards are still discarded. Use that to your advantage!)
You said you wanted Scyther as well. If they're playing Hay, they're using Hitmonchan, the original Haymaker Pokemon. Scyther's perfect. It wouldn't fit in Slowking, but it fits here:
Pokemon: 15 3 Cleffa 4 Sneasel 3 Scyther 3 Erika's Jigglypuff 2 Gligar
Trainers: 31 4 Professor Oak 3 Computer Search 3 Item Finder 3 Lass 3 Focus Band 3 Double Gust (you have 0-1 retreaters. You can use this as either Gust OR switch.) 3 Super Energy Removal 3 Ecogym 3 Pluspower 2 Energy Charge 1 Nightly Garbage Run
Energy: 14 4 Darkness 3 Rainbow 4 Double Colorless 3 Recycle
The E. Jiggly/Pluspower is there for the possibility of FTKO. Considering that there is a high prize here (box of cards), why not go for the throat, and possibily win before your opponent picks up their first card?
Basically everything in Snichu is here, save for the Pichu -- you yourself said your opponent is not running Slowking/D. Vile or other major powers, so the Pichu that are usually present are gone in favor of strengthing other Pokemon lines.
