I think you have really missed a few things about insane stall that you should really base your deck on for the most part.

-You need 4 ER and 4 SER in order to make the deck work.

- 4 focus band
+2 ER
+2 SER

-1 Tyrogue(I wonder, do you want to make this some kind of anti clefable card or something? Not worth it IMO)
+1 Recycle energy(fits in most any situation, especially hlepful in using ER and SER)

-4 Elm(REally not worth it)
+2 Professor Oak(In this case it would be safer to use oak in problems where you have no hand to really deal with the opponent, this is really meant to refill your hand with more useful items)
+1 Item Finder(A must in this deck)
+1 Computer Search(Another Must)

- 1 Rocket's Training Gym
-1 Energy Stadium

+2 Healing Fields(don't think you need to really injure the opponent's pokemon that bad, yet you need to keep your own pokemon in good shape, this card helps out with that)

I'd also suggest adding in something like a 4th NGR or something to really balance out the energy usage, but I'll leave that to your own playtesting to figure out what needs to go out for that kind of situation.

Let's be honest. Why would you use Oak in a stall deck? Elm is a lot better in this case. It can shuffle a lot of cards in your deck so they will deck before you do. Oak will just make you burn through your deck. The point of stall decks is to deck them not you. Some people...

Lets think for a a few seconds about this cloud zues says elm not oak. Oak is a most for an open format deck, elm may save your had but you will probably only use it when you have almost no hand anyway and the last thing you want is to not beable to play trainers in a stall deck. You wont need either except in emergncies and with moltres and the trainers they will be to far gone to come back in time tio win.

Considering the elm/oak situation- Yes, Elm can refill the hand, but it wastes probably a vital turn in which you need to use those trainers stat to keep the game in your favor. In this kind of fast paced standard enviroment, you really cannot try and waste a single turn just to get 7 cards, the opponent can easily steal your hand away from you, and thus you wasted a good card for 7 cards which will automatically delay you a turn from using them, and then you get oh say lassed or heavy RSA'ed the next turn.

Trust me, I played Moltres stall for quite a long time now, 2-3 oak doesn't hurt the deck when your opponent is also easily using oak more than you are.

To strike , No offense but your change wasn't very good . Elm is alot better than oak in a stall deck you should know the reason it is . my healing cards are scoop up/Pokemon center . Rocket's Training gym is great to stall and vrs. Sneasel/Any Dark or metal pokemon to make them discard their special energy cards , energy stadium is in there of course to get back the fire energy after i use wildfire . I considerd 2 oak 2 elm , but 2 oak and no elm would be a horrible idea . this deck also NEEDS 4 focus band , Keep moltres alive pokemon center/Scoop up , repeat the process . Don't let your opponet just KO all of your pokemon in one hit with Sneasel/Wigglytuff . 2 ER/ 2 SER works fine , no need for 4/4 . I do agree 4 comp search / 4 Item finder would be great but there's no room if you play the deck right .

The only advise I took of yours was to add 2 oak -2 Elm to make it 2oak/2elm . Elm is needed greatly in a stall deck such as this one .

Edit : Tyrogue is for Clefable/Wigglytuff/Electabuzz/Chansey

Well, it is your choice on what happens to the deck. However I would really still reccomend on the 4 ER/ 4 SER. On the topic of focus bands, I do see where they could come in valuable, but on the other hand the opponent's pokemon shouldn't even be able to attack in the first place anyways with a load of energy drought which would basically come in from heavy ER/SER plays.
A 1 hit ko from a sneasel or Wiggly should not be decided just solely on a simple focus band flip, heck it shouldn't be even able to complete its attack. THat's what moltres stall is about, energy draining the opponent to death to prevent attacks, Heal if needed, then at the right time sieze the moment with a well timed wildfire.
Oh yeah, I think i explained myself on the oak/elm issue so I won't go there.

But anyways, whichever way you decide to go with the deck, good luck with it.
