Pokemon:17
4x Horsea
3x Seadra
3x Kingdra(neo3)
3x Qwilfish
2x Cleffa
2x Elekid

Energy:14
10x Water
4x Recycle

Trainers:29
4x Elm
4x ER2
4x SER2
3x Focus Band
3x Gold Berry
3x Healing Field
3x Switch
3x Double Gust
2x Town Volunteers

Strategy:
1. Kingdra as "Energy Removal" for Pokemon and also as the "damager".
2. Qwilfish backs up Kingdra.
3. Use ER2 to discard any of opponents energy.
4. Use SER2 only when a Baby Pokemon is active because they use VERY little energies such as Cleffa but the best choice would be Elekid.

This is a Energy Removal deck, so please don't take out the ER2/SER2. Please help me with this deck cause I'm sure it needs a lot of help. Also, I have not played ER/SER in my "Pokemon Life" before(its my first time in 3 years...thats why I'm not that good in it, I got ER'ed and SER'ed many times before and it doesn't feel nice, trust me, so its time for revenge [Devilish] ).

Scyther is fast, but not as fast as Scizor.

Scyther is strong, but not as strong as Scizor.

Scyther has a few attacks, but Scizor has more attacks.

Scyther is a Grass Pokemon, Scizor is not(HAHAHA!!!)

Trust me, ER2 and SER2 are really the worst reprints of any card, just as a side note, Er and SER where non-flippy, that was whmany people use them in Unlimited, but their MF counterparts are flippy and not worth of taking space in any deck.
Now on to my fixes...
I would drop ER2 and SER2 altogether (really bad) and both Elekids to make room for two Pichus, an extra Cleffa, 4 Copycat, 3 Pokémon Trader; this cards would give your deck the draw/search power you need to run Kingdra ASAP, and Pichu hurts any Pokémon powers and it's baby rule never lets you down when you need to stall.

My 2 cents...
