This is a remake of the Base Set theme deck of the same name. I'm revamping the deck for Modified format. First, here's the original deck from the Base Set (all cards are from that set):

Pokémon (22)
1 Arcanine
2 Growlithe
4 Charmander
2 Charmeleon
2 Vulpix
1 Ninetales
4 Nidoran♂
2 Tangela
4 Weedle

Trainers (10)
1 Energy Removal
2 Energy Retrieval
1 Gust of Wind
1 Lass
1 PlusPower
3 Potion
1 Switch

Energy (28)
18 Fire Energy
10 Grass Energy

In this deck, the Fire is emphasized too much, with three lines that go to Stage 1, while the Grass has only Basic Pokémon. I figured I wanted to remedy that. I also want to extend the lines as far as necessary.

The first thing I did was ditch the Ninetales line, and add a Charmeleon and two Charizard. I then made the line an Expedition line (with B-72 Charizard and the Charmander with the Searing Flame attack (I don't know its ID number)).

Next, I took out the Growlithe line to add two Magmar and a Fire Cube 01. I made it the one from Expedition.

There was a bit of a lack of Grass lines that go only to Stage 1. Therefore, I needed to call upon some BBP (Big Basic Pokémon). I decided on two each of two different Scyther to start out my Grass lines, and also 3 Neo Destiny Heracross. My last three Grass cards turned into a Fire Cube 01 and a pair of Grass Cube 01.

Now, it's time to tackle the Trainers. Since no Lass strategy exists in Modified, I turned it into another Switch (which, via reprints, is still playable). I also turned the Gust of Wind into a Switch. The Energy Retrieval and PlusPower went to the latter's strategy, which became Strength Charm. While Potion is still playable in Modified, I decided to turn them into Moo-Moo Milk, which can heal even more.

It was now time to trim the Energy down. Energy Removal, as well as two Fire Energy, became Energy Stadium, to be used for retrieval. Next, two Fire Energy and two Grass Energy upped the total of Energy Stadium, Strength Charm, Moo-Moo Milk, and Switch to 4. Finally, I added card drawing in the form of Copycat by dropping a Fire Energy and a Grass Energy.

And now, for the remade deck:

Pokémon (18)
4 Charmander (w/Searing Flame) (Expedition)
3 Charmeleon (Expedition)
2 Charizard (B-72) (Expedition)
2 Magmar (Expedition)
2 Scyther (Neo Discovery)
2 Scyther (Aquapolis)
3 Heracross (Neo Destiny)

Trainers (22)
4 Energy Stadium (Neo Destiny)
4 Strength Charm (Expedition)
4 Moo-Moo Milk (Neo Genesis)
4 Switch (Expedition)
2 Fire Cube 01 (Aquapolis)
2 Grass Cube 01 (Aquapolis)
2 Copycat (Expedition)

Energy (20)
13 Fire Energy
7 Grass Energy

Now is the time to post comments, fixes, and/or suggestions.

Most of your BBP don't have attacks that require one energy to attack. I think it's better to use promo scyther rather than neo destiny scyther. You don't need heracross.

17 pokemon

4 charmander (1 BS and 3 Exp)
3 charmeleon (1 BS and 2 Exp)
2 charizard (Exp)

2 cleffa
2 elekid (for water types)
1 tyrogue

3 scyther (1 or 2 promo, 1 or 2 aq)

2 energy stadium
3 strength charm
3 gold berry
2 switch
2 double gust
2 prof elm
2 copycat
2 oracle
2 bill
2 grass cube/focus band
1 town volunteers
1 prof oak's research

11 fire
7 grass
2 recycle energy

Many of the pokemon require at least one colorless energy to attack, I guess recycle energy will be helpful.
