hei this is t-tars666 idea deck..........i figure out it would work in MMF since there is no need for r.scyther anymoist

Regarding Pokemon Center: The idea is to use Kingdra to attack with a single energy using Seadra's Mud Splash attack. That way you lose only the single energy when you use Pokecenter (Twister is really only for Steelix). It works particularly well with Recycle energy.
If you want to play that way you have way too much energy (I would suggest something like 7 Water, 3 Full Heal and 4 Recycle but even that may be too much). The lower energy count will give you room for 4 Centers (trust me, it works and can be incredibly frustrating for the opponent and it works particularly well with Focus band).
You main problem is going to be electic decks because can attack Horsea/Seadra, so you need something to scare them off. Replacing Murkrow with Tyrogue usually does the trick *2 Tyrouge may be enough).
Some people play this deck with Energy Stadium to get the discarded water energy back, but I have taken it out since it helped other decks as much (particularly the nasty Ampharos/Zapdos deck which is our worst matchup). I don't play any Stadium at the moment.

Why don't you put in a Lucky Stadium or something like that to counter Chaos Gyms.

Chaos Gym is not part of the Neo On modified.
It is, however, probably necessary to play a stadium card or two to counter Pokeman Tower.
I prefer Energy Stadium. I just would never play it against an Electric deck. It will help against a Pokeman Tower. It removes that nasty stadium card and helps to undo some of its impact.
