Personally, I like a 3/3 evo line than 4/4. 4/4 seems to take up alot of room, which can be used for something else. With all the drawing power that Expedition offers, even with a 3/3 line, you should be able to get out enough Ninetails to hit hard.
-1 Ninetails -1 Vulpix -1 Fire Energy -3 Bill (He's showing his age, the Supporters are better)
+1 Professor Elm (I try not to play with anything less.... ) +2 Copycat +2 Oak's Research +1 Trader
You might also want to use the Expedition Vulpix.
Vulpix 50HP Weakness: W Resistance: None Retreat: 1
C - Tail Shake The Defending Pokémon is now Asleep.
FC - Flare, 20
This way, you can still do something first turn instead of saying, "Go...".
