I just got back in pokemon. I got out around the end of Rocket. My mom bought me a brock deck some time after that, and then I bough a few early neo. I bought about 10 neo (with light and dark) packs then. i just got 2 ex ruby and sapphire and got Sneasel Ex.( I probly wont use it beacause I don't have any dark energys..) But I was wondering, Can I use my deck that is a majority of Base to fossil, some neo, and some Ex ruby & sapph. in a compitition? thanks for help.
I know why Sneasel is a ice pokemon!

Catch Rayquaza with the Master Ball! Catch a whole team of Bannettes and Golbats at Sky Pillar and stall when you are fighting with Latia/os untill you think you can catch him with a Timer ball! I did it!
Go get the new Disturbed CD, or else!

You can use some base-rocket cards. Check the guide to cards that are legal in Modified in the Tournaments section to see which ones. Most major tournaments are modified. You can find some Unlimited tournements (mostly locally) that, yes, you can use any deck in.

Hmm... (in the classy Prof. Oak way)
It is nice to see you starting back into Pokemon. There have been alot changes since you last played so let me sum up from Gym Heroes for you.
-Gym Heroes Came Out (introduction of Stadium Trainer Cards and Trainer Pokemon)
-Thunderstorm Gift Box
-Gym Challenge Came Out
-Neo Genesis Came Out (introduction of all new Pokemon, Baby Pokemon Card, Darkness and Metal Types, Poketool Trainers)
-Pokemon League: Johto League (Similar to Year Two)
-Neo Discovery Came Out (introduction of Unown Pokemon)
-Southern Islands Came Out (a special 18 card collection gift set)
-Neo Revelation Came Out (introduced Shining Pokemon)
-Pokemon League 3 (Holo Energies given each season during season's end tournament)
-Professor Program introduced (for 15+ players who run Pokemon leagues and events)
-Neo Destiny (introduced Light and more Dark named Pokemon)
-Challenge Series started
-Legendary Collection (a re-release of select Base Set through Team Rocket cards)
-First World Championship held in Seattle WA
-Pokemon-e Expedition came out (introduced the e-code on cards, the Supporter Trainer card, Burned Condition, Pokemon Powers become Poke-Powers and Poke-bodies)
-Start of Battlezone (Pokemon League 4) more tournament like than previous leagues
-Aquapolis came out (introduced Crystal Pokemon)
-Super Battlezone 1 (a special tournament held at 50 locations)
-Offical announcement of Wizards of the Coast losing Pokemon TCG licence. Nintendo now in charge of the TCG.
-Skyridge came out (Wizards last set)
-Super Battlezone 2
- http://www.pokemon-tcg.com up
-EX: Ruby and Sapphire released (Nintendo's First set, including all new Pokemon and eight new rule changes)
My advice for the here and now:
Make sure you understand all of the new rules of the game. Go to http://www.pokemon-tcg.com for more information on that. Then feel free to be playing with just the cards you have for now, but I suggest you start collecting again starting with EX: Ruby and Sapphire.

Personally if you're starting again I would grab some eCard Base set Expedition and then Ruby and Sapphire.
I can't see Nintendo switching straight to their own card set more likely the newer tourney format will be eCard onwards.
