Hold on. Do you really mean to be saying that players can tell whether they need to metagame by looking at their DCI rating/ranking?

I doubt that.

It's more like: "Man, I lost to both those Crobat decks! I'd better go home and tweak this Deck of mine."

Not: "Well, I lost to 2 Crobat decks. I'd better check my DCI rating/ranking to see if I should metagame against Crobat."

I do agree though that a player's DCI rating/ranking is a major motivator keeping high-level players interested. I just don't think that their interest or motivation level changes much if the results aren't in by the early cutoff. Rather, they are motivated by the desire to win. They metagame harder when they lose...

...and they know whether they've lost right away, long before the results are up on the DCI site!

I run tournaments in my area, and this is just my two cents.

I turn in my reports via snail mail, and sometimes DCI does not get them on time. This has happened more than once. Also, I have turned in reports before only to have DCI contact me one month later stating they were "lost" or never received. Sometimes TO's cannot help what is posted on DCI, and often it is not their fault that an event becomes delinquent or is late. I know I always turn in my reports the day after the event.

Anyone else who TO's and submits through the mail probably knows what I mean. Most everyone else I know who runs events is also very prompt about turning in their results, and is definitely an asset to the game. I don't think there is any "lax attitude" as far as getting results in goes, most people do all they can to get the results in on time.
