If the Electabuzz is a part of Legendary Collection, then that's 68 Vending Set cards unidentified. That'll give us 78 Vending Cards in the US.

I may be way off base, but this is a good way to boost sales of the new set while enocouraging the use of some of the old cards.

Also note that this is nothing but one person's speculation. I'm just using numbers that would make sense to me on what should be put in this new set.
