I was reading about worlds (couldn't make it), and MT Tyais was reporting on decks used in new modified. He said that rainbow energy would not be allowed anymore but when year three of leagues started, it was put out that rainbow would now be considered a promo and promos are allowed. What is right?

Yeah, the MT's(excluding MTM and DMTM) seem to have them alot. Remember MT Bryan and the Unown K thing? THAT was absolutely hilarious! [ROFL]
