This thread is for discussion on what is an infraction & how does it apply to Pokemon.

The examples & explanations are taken from the DCI TO Handbook, DCI Penalty Guidelines. Any comments of mine in this will be noted as such. I assume everyone can re-read the above documents so I will not list all of them here. I do not intend to discuss anything non-Pokemon, like sideboards & will leave such things out.

SECTION 101 - ILLEGAL DECKLIST This applies to tournaments where deck lists are being used.

I think this is pretty straightforward. If the decklist contains illegal cards or wrong # of cards it is an infraction.

The penalty is for the player to make the decklist correct & a game penalty is issued.
I would think that the tournament officials should be charged with ensuring that a decklist turned in is correct before the 1st round starts. Yes I know it's the player who should make it right in the first place but we are trying to help them & be fair to everyone aren't we?

SECTION 102 ILLEGAL MAIN DECK (LEGAL DECKLIST)
Almost the same as section 101 only it refers to the deck.

SECTION 103 - ILLEGAL MAIN DECK
Almost the same as above except no decklist.
Now here since there is no decklist used it's probably not going to be caught before the 1st round, so if there is an illegal deck then a game penalty is awarded. Now when is it the player corrects thier deck?

Here, anything that deals with 'Main Decks' can be ejected. In Pokemon, we have _a_ deck...not several, unless you're talking about the still-in-formation TMP format.

Usually, decklist checks occur before play begins...at least, at the ECSTS, this was the case, and illegal/incomplete decklists were being caught at that stage when they were apparent. For these, the 'fix' is simple: have the player correct the decklist, issue a caution. This works for lists with improper amounts of cards, also. Decks that have cards not proper for the format, such as having a Fossil Aerodactyl in a Modified-format deck, should require correction of the list and deck, and issuance of something a little stiffer, such as a warning.

However, when it's found that the decklist and the deck don't match for potentially-deliberate reasons...the player has turned in an apparently-correct list but is playing a deck with different cards...that's going to be a stiffer penalty. This is more akin to 'misrepresentation'. For one or two, the judge should question the player to see if this was a genuine mistake or something deliberate. If a mistake, depending on division one could have the player correct the deck to the list specs, then issue a penalty ranging from a warning to an additional prize placement. But if _deliberate_, or if there's a sizable difference between the list and the deck, then penalties should be stiffer as this gets into the 'any idiot should know better' range...start with awarding the match to the opponent and requiring the player to correct the deck up to a total DQ.

On the second day of the WCSTS in December, my son was called up to the desk before round 1 began because of a problem with his decklist.

He had just adjusted his deck that morning, but failed to fix his decklist, resulting in a 61 card deck according to his list. When we went up to the desk and they told him of the problem, he immediately knew what he'd done: he'd added one card to the deck and list but neglected to change his decklist to reflect the card he'd deleted from the deck. They allowed him to correct his list, but did not check his deck and did not issue a caution; perhaps this is due to the fact he was playing in -10.

At the recent ECSC we had to correct lots of decklists (although not as many as at the previous ECSTS!) and no cautions or warnings were issued.

The focus was on getting the darn thing underway with good decks.

In addition, please be aware that some kids are dealing with a format for the first time and may not understand it completely. When dealing with problems before the start of the first round, be lenient.You need to make a good first impression.

I do have a small problem with deck penalties and one-round matches, but that is detailed in another topic.

At the ECSC, I was Judging the Unlimited Tournament.

In the Second round someone called me over claiming that his opponent had 5 Bills in his deck. I looked at the discard pile and sure enough, there were 5 Bills.

I wasn't sure of what to do, so I called of MTM. He asked the Player if there were more than 4 of any other cards in his deck. Fortunately he had a decklist. There were 5 Jynx in his deck as well. We replaced the cards with basic energy and I think the other player got a prize.

That was the most difficult judging situation that came up that day, but it was definately informative since this was the first time I judged in a tournament of this magnitude.
