Topic: Aq.Rainbow Energy + Crystal Energy

Okay. I know that Rainbow Energy is a Special Energy card, and I've heard that Crystal energy says something like it can pretty much become a copy of a Basic energy card, as long as that card is on the pokemon.
But Aquapolis Rainbow Energy says:
"Attach Rainbow Energy to 1 of your Pokemon. While in play, Rainbow energy provides every type of Energy but provides only 1 Energy at a time. (Doesn't count as a basic Energy card when not in play.) ..." and so on.
The bit that I'm wondering is that I'd've thought that as it already says that it's a Special energy, the bit in Italics would be kinda pointless, but then again, does this mean that when it's IN play, that it can count as a Basic Energy card?
If so, I can use Crystal energy in my Steel deck, for up to 12 Metal energy (but only 4 would have the defensive properties of Metal energy, of course).
