The text on Boost Energy says that the Pokémon to which it is attached can not retreat.

Light Dragonite's Miraculous Wind says that "all other effects" of attached Special Energy cards stop working.

My question is this:

Can an active Light Dragonite pay its retreat cost with an attached Boost Energy?.

In other words, is the "can't retreat" clause an effect of Boost Energy, or is it something else (like a rule...)?

I would be inclined to rule that Light Dragonite can retreat with Boost attached, but I really think we need a ruling on it.

I can't make the chat this Thursday, so could someone please do me the favor of asking this one?

Sure it can retreat. It's an effect that is shut off.
