ok it says when your opponent retreat his active pokemon,you discards all energy when goes to bench
my question is: example
a steelix with 2 energy wants to retreat ,it discards all energy(stated in pokebody)
does that mean that i can retreat? because it didnt says that including retreat cost

Discarding the Retreat Cost would come first, then once it successfully Retreats (goes to the Bench), all other energy cards would be Discarded. A good example would be a Confused Pokémon against Octillery. To Retreat, the Confused Pokémon first pays its Retreat cost, so those energies, if any, get Discarded. Then it flips to see if it successfully Retreats. If it does, it goes to the Bench and any other Energy cards attached to it get Discarded. If it fails the Retreat flip, it stays in the Active position and any other Energy cards stay attached.

The Body states when the defending Pokemon retreats, discard all energy attached to it.... The defining thing is when it retreats, and in order to retreat, you must pay retreat cost!!! That is why it would not work....
