If I am playing False swipe Scizor and I use it's false swipe on a pokemon with metal energy attached to it, would it reduce damage?

Yes, the Metal Energy would reduce damage since it's not "placing damage counters" but actually "doing damage".

hmm which it are you refering to?

metal energy on a scizor protects the scizor from opponents damage, and self damage, but does not attenuate scizors attacks.

metal energy on your opponent's pokemon reduces damage from your attacks. regardless of the type of your pokemon.

There are a couple of exceptions SWIFT and Feint Attack ignore everything trying to alter damage.
