No. The "Prerelease" Aerodactyl (I assume that's what you're referring to) is not considered a "Promo" card, but rather a card from "Fossil".

Well, that's not quite right. A promo is any card that is given away as a promotion. Either as a bonus with the purchase of something else (like a video), or as a prize (many of the league promos), or at an event (a pre-release card given to generate interest in the release of a new set).
So, Prerelease Aerodactyl, the Fossil set prerelease card for the Fossil set is a Promo.
It is not, however, a promo for determining if it is legal to play in a format and it's legality in play is the same as the actual Fossil Aerodactyl.
For collecting pirposes, it is very much a promo.
