In this particular situation I would ask the person searching their deck why they are searching their deck. If they say anything that indicates the card they played allowed them to do that then they should be given a warning.
If they state that they thought it was an Elm then likewise. How long they have been playing the deck that day has very little bearing on the situation. Each case has to be viewed as a fresh instance unless this player has priors.
If they say "because I wanted to" or "I can search my deck any time I want" then we have a problem.

SD Pokemon, It was I who did that blunder.. Actually, I was under the impression that I could look through my deck when I elmed, wrongly so, I hadn't finished shuffling. My opponenet, is a Pokemon proffessor too, and as soon as I had started he stopped me, pointed out that I was wrong and called the judge. I guess I had in mind that it was like one of those search your deck cards (just to clarify something, you CAN look through your deck when using one of those 'search your deck' cards right? I was actually checking to see how many of my Phanpys were in my deck when I elmed) and you could do that. (I guess the pressure was getting to me.. stupid mistake) But alas, afterwards the judge ruled that it was a warning and as I had already draw a hand(after throughly shuffling), I should reshuffle it and then draw a hand of seven new cards. Just wanted to clarify that
