If my L Dragonite in play & Pokemon power working,can opponent use warp energy for retreat or as soon as warp energy attached to it and it become colourless energy so defending pokemon stays?

An Active Light Dragonite does not stop "coming into play" effects of Special Energy cards. So placing a Warp Energy on an Active Pokémon would send that Pokémon to the Bench.

That applies to playing rainbow too. The rainbow energy would to 10 damage (place a damage counter now) and then provide only colorless energy.
