My opponent and I are both playing Forretress. He has 2 Forretress on the bench.

I have Forretress up and I use Rapid Spin and hit his Vileplume (or whatever) for 30 damage and we both "spin" back to our bench, bringing up which ever benched Pokemon we choose.

I bring up Jigglypuff.

Does Jiggly take 20 damage from my opponent's Forretress?

I suspect so, but I want to check.

A second question. If my opponent has 2 Forretress on his bench and I have a Pineco active. I use Pineco's attack that (a) destroys my opponent's active Pokemon and (b) destroys Pineco. We each take a prize and we each have to put up a new active Pokemon. Do I take damage from his Forretresses as part of bringing up a new active after mine was KO'd? Would he take damage from my Forretress while replacing his active?

Yes since you are making Jugglypuff your Active during your turn.
Your opponent would replace his/her active first since their turn is next. So they would not get any Spike damage (as it's still your turn). You would then make a Benched Pokémon your Active, so you would take damage, as it's still your turn.

What about the first case?

Yes - it is still your turn and you are making Jigglypuff your Active.
