Would any TM's work against Light Dragonite for their Status Effects?? Do to the TM being an Attack used by hte defending Pokemon, doesn't that count as the same thing.. So if the Spheres are used, then only the damage portion would inflict upon Light Draggy....right?

Correct, only damage. Just as they would be prevented with a regular attack.
