When you play elm, or use eeeeeeek, (or other such things) and you don't have any cards in your hand, do you have to shuffle your deck before you draw your hand?

Q. Does Prof-Elming with 0 cards in your hand allow you to shuffle before drawing 7 cards?
A. Yes. [ED.NOTE: In fact, it *REQUIRES* it to be shuffled before drawing 7 cards, even with a hand of zero]. (Nov 14, 2002 WotC Chat, Q31)

Basically, you always have a hand, so if you are asked to shuffle your hand, you must still shuffle even with zero cards.
