Is e-card legal in Modified Format and MMF? I mean can you play it in MF or MMF?

Not quite.
There is no "MF" and "MMF"
There is only Modified.
Modified, since 9/1/2002 has been Genesis on. Period.
If you want to play the old version of Modified, you should really only play Rocket through Legendary Collection. After all, that was the last set released into that version of Modified. E-card should not, in my opinion, by played if you want to call it "old Modified", or MF.

That means you can't play e-card in Modified but you can play it in New Modified?
Or is that just your opinion?

There is no "new Modified" - there is only Modified. Currently Modified is Neo: Genesis on up (with the restrictions). Modifed use to be Team Rocket on up (with the old restrictions) but as of Sept 1, it became Genesis on up.
Now let's say for nostalgia's sake you wish to play TR on up (with the old restrictions). Since this was the format before Sept. 1, 2002 and therefor before Expedition, 'Pop is of the opinion that Expedition should not be allowed in it. This would be an Unlimited tournament though, so be careful.

Ok, now I'm getting really confused if you can play it in Modified or the old version of Modified. 2 people says yes, 2 more people says no.
