Could someone update me on the current rulings about having Mysterious Fossil be your initial active pokemon? Is it okay as long as you put another pokemon in play?

The latest ruling from the Compendium:
Q. Can you play a Mysterious Fossil as your starting pokemon? A. No. You _cannot_ start with Mysterious Fossil as one of your Pokemon. It is a trainer card. You can't play trainers during your setup. [ED. NOTE: This is different than what is published in the Fossil expansion FAQ; this newer ruling now takes precedence.] (Jun 20, 2002 WotC Chat, Q101; Jul 11, 2002 WotC Chat, Q23 & Q63)

You may play Mysterious Fossil as an initial basic IF you also play another basic Pokemon. You may even make it your initial active Pokemon.
But, here's a question I think needs to be asked:
I win the opening coin flip and choose to go first. I have a Mysterious Fossil and one other basic. For my initial Pokemon, I lay down the Mysterious Fossil and hope my opponent mulligans so that I might draw an another basec (so that I don't have to play the first basic). It this legal?

Well, after looking at the Compendium myself, I guess McGrass is right. Things have changed. Here's the ruling that was overturned:
Q. If I get Mysterious Fossil in my opening hand, can I put it on my Bench before the game starts? Can I make it my Active Pokémon? A. Yes. (The same is true for Clefairy Doll. Mysterious Fossil works just the same way as Clefairy Doll; the only difference is that Mysterious Fossil can evolve and Clefairy Doll can't.) (Fossil FAQ, WotC Website)

Being that mysterious fossil is a trainer while in your hand you would need another basic to not mulligan

My take on it is this....Mysterious fossil counts as a pokemon when IN PLAY.During the game setup this is NOT in play so surely you cannot place Mysterious fossil even on your bench.Or am I going completely mad!?

Basically, You can only play MF when you would be able to play trainers, and you can't play trainers during setup.
