Does the effect of Warp energy occur before Light Dragonite's Power effects the text or does the text get turned off when it comes inot play??

Same Question for Rainbow Energy, does the 10 Damage get turned off when you attach it, or does the damage still occur??

"Come into play" effects still happen. So Warp Energy would Bench your Active and Rainbow Energy would place a damage counter on the Pokémon it was attached to.

Those are coming into play effects, which are not stopped by Lt dragonite's power (by the way, rainbow places a counter not 10 damage).
