1. During setup (choosing your first Active/Bench Pokemon) can a baby be used as a basic? 2. There is already a ruling that if you have a trainer that can be played as a basic, but no true pokemon (or only evolution cards) then it's a Mulligan; but if you have, say, Clefairy Doll and a true Basic in your hand, can you choose the Clefairy Doll as your first active?

Yes to the first question, but no to the second. You can't set out a Trainer card to begin the game with. (Even if it counts as a Basic Pokémon while in play, it's still a Trainer before it's put into play and the rules say you can only set out a Basic/Baby to start the game off with.)

Basically, you can only play CD/MF when you can play trainers, and you can't do that during setup.

Thought so on the babies. The trainer one also makes sense, but the GB game allowed CD/MF to be used as Basics, even during setup. Strange.
