My son and I played a game the other night. He started out with an empty bench and his only energy card was Warp energy. So, with no Pokemon to switch with, can Warp energy be played?

Sure. It's like playing a Full Heal Energy when you aren't affected by a Special Condition. It's just a Single Colorless Energy then.
