1) Poke-powers NEED to be activated; poke-bodies are ALWAYS on.

WHether activated or not, PICHU can zzapp either one.

2) IT depends what the poke-body or poke-power say... if they MUST come into play or MUST be in the active position are usually the only constraints BUT the text is hopedully clear & instructive as to how the poke-body/power can be used.
