Can I Attach Water cube and Strenght Charm to a water Pokemon at the same time to make 30 damage?

The pokemon rules say that in your first turn you can't evolve a pokemon, but what if I have an evee from the neo discovery and it has a pokemon power that says: whenever you attach an energy card that is the same type as an evolution of evee, flip a coin if heads search your deck from an evolution of evee that is the same type of energy that you attached to evee, and it says that conts as an evolution. And what if it can evolves, can use a attack from the evolution of in the same turn?

I'm very confused about that.

the rule says you cant evolve first turn by playing evolution cards from your hand but since eevee is pokemon power u can evolve

You're a bit off topic, adrianmew. However, to answer your question, the Compendium does say that Energy Evolution, as well as any other Power or Trainer that causes Evolution (unless it says otherwise), does not check any of the usual rules for evolving, except "Can this Pokemon evolve into this one at all?"
