Suicune's Pokemon Power Legendary Body says:
As long as Suicune is your active Pokemon,Suicune and Energy cards attached to it....)
If active Suicune has no energy attached to it ,can I attach trainer cards like Focus band? Also can opponent use Double Gust?

Suicune's power reads this:
As long as Suicune is your active pokemon, Suicune and all cards attached to it aren't affected by trainer cards other then stadiom cards. As long as this power is active, discard all trainer cards attached to it.
This means you can't attach Focus Band to Suicune 'cas it will immediatly be discarded if he is active. But his pokepower does stop the double gust effect on him.
For example:
Your opponent plays double gust to try and get your kingdra out, but Suicune is your active pokemon, so that lets you gust out one of their pokemon, but they can't do it to you.
