Here's a fun question: since Devolution Spray and Hyper Devolution Spray count as evolving, could you use the promo Eevee's Chain Reaction power when one of them is played?

*Now for Devolution Spray. Devolving a Pokémon DOES count as evolving it (again, a reversal on a previous ruling). Q. Can I use Devolution Spray (trainer) on a Pokémon that I evolved on that same turn? For example, I evolve to Muk to turn off Dark Vileplume's "Hay Fever", play all the trainer cards I want, and finally use DevoSpray on the Muk at the end. A. Yes you could do that. Chain Reaction is not count as NORMAL evolution. It pull a card from the deck and put on the Eevee.
Normal Evolution is "Play a card from the hand to evolve Pokemon without help by Trainer or Pokemon Power".
Only "Normal Evolution" is restricted by the evolution rule.
Note: some Trainer or Power only can be used if you CAN Evolve in normal way, like Breeder.
So if you just devolve Eevee and someone evolve other Pokemon (in legal method), Eevee can use Chain Reaction to evolve in the same turn.

I don't know the answer, but I do think that the question has been mis-interpreted.
What I think MrGrass means is, when you evolve any Pokemon you get to search for and attach an Eeveelution.
Example:
I play Xatu onto Natu. I search my deck for an Espeon and attach it to Eevee.
Now, if devolution counts as evolution, does it allow you to search for an Eeveelution?
Example:
I devolve my Furret into Sentret. Can I search for an Umbreon to evolve my Eevee?
For what it's worth, I think no, but that's not an official ruling.
Anyway, does it really matter? I think you and Porygone3 need locking up.
(btw, have you ever realised how difficult it is to type Eevee? I keep holding shift down when I tap the 'E' twice, resulting in EEvee.)

I'll have to say "No". The "counts as Evolving" phrase means a few things - like NoPoke already stated it's so you know you cannot Evolve that Pokémon again and it's also for letting you know that any effects of attacks (like Special Conditions or Smoke Screen) are now gone.

Well other effects that "count as evolving", like Koga's Kakuna's Emerge Power and Energy Evolution trigger Chain reaction, so why not Devolution Spray?

I am sorry that I mis-interprete the question.
I agree with MrGrass that Devolution will trigger Eevee Chain Reaction.
Chain Reaction: .... when a Pokemon evolves ....
If all devolution are officially "count as evolves", it should meet the condition to trigger Chain Reaction.
Also, both evolve and devolve are a Pokemon changing it's stage. Devolve is just an evolution to lower stage.
I support the idea that any effect, which is triggered by evolve, also will be triggered by devolve.
