My question is: does smokescreen, when flipped tails, ignore everything the attack does, or you still get to flip coins, discard NRG cards, do self-damage, etc? I told him of Chansey-Magmar example: Magmar Smokescreens, then Chansey Double Edges it and gets talis, then since the attack did nothing, Chansey does no damage to neither the Defending Pokémon or itself" but he then came up with "when I use Sneasel's Fury Swipes, I must flip 3 coins when I use it, even if i get tails on somkescreen".

Could you guys please help me out?

If you flip tails, then the attack does nothing. No damage to your opponent. No damage to you. No special conditions. Nothing.

Of course you must pay for the attack then see if it fails, so you could wind up Discarding energy card(s) in order to attack only to flip tails and have the attack fail.

in a smokescreen check, like BJ said, you pay for the attack, including discarding energy, then flip. Heads attack works as normal, tails nothing happens

Actually, if tails the Pokemon attacks itself for 20 Damage, apply Weakness and Resistance.

Ok, thanks, but now my question is... does Chansey take the 40 damage due o Double-Edge on smokescreen flipping for tails? or the only thing Smokescreen doesn't prevent is attack "costs" (eg, discarding NRG, flipping coins, etc.)?

Chansey would take no damage when failing SmokeScreen because the attack fails. The order you would do it is:
1) Pay for the attack cost.
2) Flip for Smokescreen.
3a) If Heads - the attack works proceed as normal do what ever damage and effects the attack has.
3b) If Tails - the attack fails, stop your turn is over.
