SR Ursaring's Rend says:

If the Defending Pokemon has damage counters on it, this attack does 40 plus 20 more damage. If not, this attack does 40 damage.

So does this ABSOLUTELY mean you need at least 2 damage on the Def. to do 60 damage or will 1 work?
