Yes and no.

I would recommend switch because if YOU ARE CONFUSED or PARALYZED balloon berry will not work.

Ballon Berry reduces your retreat cost to zero BUT does not allow you to retreat if your pokemon has to still flip for confusion first nor can your pokemon retreat if it is paralyzed.

NOR will it allow you to end MEAN look effect.

Switch on the other hand will allow you to end confusion, paralysis & mean look effect (because of the nature of the Trainer Card: it BENCHES your pokemon)

All Special Conditions (Asleep, Confusion, Burn, Paralyzation, and Posion) end when the afflicted Pokémon is Benched.

That is why switch is always better than balloon berry. [Smile]

Also if the pokemon is benched (either it retreats or switched) all effects of attacks as well as special conditions to that pokemon are gone. [pileson]

Never say Always. Sometimes it's beneficial to Pokemon Powers to be able to retreat, just without the cost. Not to mention, the Pokemon Tool can basically just sit around until you need to use it, switch needs to be in your hand right when ya need.

I still prefer switch, but never say one is always better than the other.
