I read this ruling before but can't find it now. The ruling I remember pertains to Charizards PP and Recycle. If you discard the recycle energy, once it hits the discard the PP effect is removed and the card effect is put in play. Is this still true and could someone provide a link to where they found it? Thanks in advanced.

The card effect is never gone:
