This question came up and there's no specific answer in the Compendium.
What if a player uses Eeeeeek and shuffles his hand into his deck when he's up against a Dark Gator whose power shuts off babies' attacks?
I'd assume the penalty would be the same as Eeeeeeeking against another baby without flipping (prize swap and no hand).
Thoughts?

I would certainly rule it the same way as it is an unrewindable situation. I would go with the prize swap & no hand part of it as well as a warning.

The Compendium only deals with rulings on what is the correct way to play something. It does not deal with penalties.
It does sound like the regular prize swap penalty is appropriate, though.

I would issue a warning to the player and a pentalty the next time. Unless it was stated by a gym leader that powers neaded to be "called out" to become actavated.

Just a warning? I don´t think so. The change is so significant that the prize swap is the more appropiate way to deal with it. And if it were a match, I will have a game conceded

Prize swap and no hand is probably the more appropriate way to do it, but to concede the match? I would only do it if it is a multiple repeat offense...

He meant to concede a game in a multi-game match.

Note that these penalties are for Tournaments. League play should be more forgiving, unless the players want to play in a Tourney enviornment in preparation for an event.
And the Prize swap penalty in a single game match is equivalent to a game loss penalty in a best of 3 match.

Prize Swap penalty - The player being penalized places an extra prize on the table and their Opponent gets to draw a prize. The net effect is that the Opponent is now two prizes closer to victory than they were before the penalty, unles the prize they drew was their last one!
