Squirtle, what he was saying was that for states that are close to other states that have events, one person from the state can do well at tournaments within the state and another can do well at tournaments within other states that border the state. This way, the two people never meet and thus never lower the score of the other. Expand this to states that have multiple bordering states with events and you could have many high ranked players that haven't played in the same event more than a few times.
I find it hilarious that Florida is being used as the example of bordering other states.
