Felicity vs. Oak

I found Oak's to be better in any deck not running Solrock. And even then, I tend to prefer TV Reporter.
 
It depends on what deck. In Fire TRUK, Blissey or T2 Banette, Felicity's. In G&G or any other deck that dosen't like things in the discard, POV is the best. TVR can be used instead of Felicity's, but overall, 4 cards is better then 3. So yeah.

even in Magmortar (not fire truck, i hate that name) if you play it with a starter TVR is better because you discard afterwards. Most of the time you won't have 2 cards to discard from your hand, any way so you'll rarely get that 4. If you draw into your start say Pachirisu in mid game you can discard that. If you don't have it in hand with Felicity's then you might have to discard something good.
 
Much like everyone else stated, it really depends on the deck.

Though for a main draw card, I'd pick Steven's Advice out of the rest of them for straight draw. Potentially 6 cards without any drawbacks is great. and if you cannot play it, I'd still take searching supporters over any of them (like Castaway and Celio's Network) and Mawile CG (which is nearly always my choice for starter.)
 
In general use Prof. Oaks Visit over Felicities Drawing, however, if you run a deck that needs cards in the discard (Blissey, Magmortar, Banette), then use Felicities Drawing over Prof. Oaks Visit.
 
I like Felicity's because you can get up to 4 cards with it; granted, discard is something people fear these days, but it does have its uses in some decks.

but mayn comeon, once you done wit homie g del-cat-E, you got alot of cards yall got no problems discarding, and heck, how ya gonna use steven's advices if yall got over 9000 cards? (or over 6 for all of y'all slower peeps)
 
Most of the time Oak's would be better, but it depends on if you have some strategy on getting the cards out of the discard. For example, Felicity would have been good in the day of Infernape and such.
