Will Pop7 be legal at CA States?

When is the official release date for Pop7? Will it be legal by March 8th for the CA States?

We can get a confirmation from PUI, but the new League Season does not start until March 8th, and the States Deck List does not list them as a legal set. I think that points to a NOT Legal answer.
