So from what I gather, if I go to GoPokemon.com and do a rankings search for masters in north america at the end of the season, those in the top 25 will be invited to worlds?

He really needs to shuffle his deck better. i think thats why he wins just about every game.

Being a #1-ranked player doesn't necessarily mean you're the "best" player, but it also doesn't mean that you aren't deserving of that spot.
If your that worried about them stacking their deck you are also allowed to do a quick shuffle of their deck instead of a cut.I'm sorry everyone if it was a little rude, but when i played him at states, he shuffled his deck for about 3 seconds, in a kind of awkward motion, like the cards were set up a certain way. I noticed this right away, and then i ask him politely; "can you shuffle your deck a little better?" And he goes, giving a minor attitude, "Why?" i didn't want to start an arguement but he gets the best hand i've ever seen and gets a fully powered up Gallade T2.
And, like i said, i did not want to be rude saying that, just my way of being aware.

yes i know thats the way it goes, but still i go by standings rather than whether they're deserving the spot or not, because that tellls me enough if they're deserving that spot or no enough.
From the official rules. Section 7.Instead of cutting, the opponent may choose to shuffle the deck. This shuffle should be
brief, and when it concludes, the deck’s owner is allowed to cut the deck once as
described above. Players should take care when shuffling an opponent’s deck, as the
cards in that deck are not the shuffling player’s property. At this point, the deck should be
sufficiently randomized to both players’ satisfaction.
