The strategy is to use Leafeon lv.X's attack to deal 30 + 10 more for each energy I have in play, and use Sceptile to turn all the basic grass into :grass::grass: so Leafeon's attack does more damage.
 
I playtested it at league today. Pachirisu got in the way. I've replaced Pachirisu with a full line of Phione (was originally running just a 3/1 Pach/Phione).

Umbreon helps a TON against Magmortar, but took up space too. I can definitely see how this deck (and all eevee decks) would fold to any deck with Dusknoir in it. It just doesn't function with a small bench.

I am thinking of running the deck as a 3 Leafeon / 1 lv.X build since it seems to take a lot of time to recycle the entire line when I could just recycle the lv.X over and over. But it also would mean that I couldn't have two lv.X out at the same time.

The deck runs well actually. 5 energy in play and you are OHKOing everything.
 
Any reason for Felicities over POV? Felicities discards, POV doesn't. Also, have you thought about Mr. Stone's Project? Or even Energy Search (I know, I know, both are kind of noobish, but meh)? Since you only run 14 Energy, you might find yourself in an Energy drought. Also, I'd put in another Eevee, because you run 2 Leafeon, 2 Umbreon, if one gets Prized... you're stuck with only having 2 Eevees. Oh, and I'd take out the Master Balls for that.

Felicity discards, but anything I discard (other than trainers), I can bring back with night maintenance. Honestly, with Claydol, I'd rather get the useless cards out of the deck (for example, Phione mid-late game) so I don't keep drawing into it. Also, 4 draw is so much better than 3 draw.

Stone's Project is just a poor man's Roseanne's Research. I don't really see a need for it. The deck doesn't have energy droughts because nothing needs more than 2 energy to run. It all relies on Sceptile making all the grass worth double so my leafeon's can attack for 1 energy and Sceptile for 2. If I need more energy, I can just recycle some back into the deck with night maintenance. I could see upping that to 3 if I use it a lot.

I can see 4 eevee. I'm thinking of cutting the Umbreon down to 1 and putting in an espeon. The umbreon is only needed for the magmortar matchup (and skittles, I guess). Espeon giving extra 20HP is really more useful for general matchups.

I think you need atleast 2 Wagers. If you play somebody competiltey just letting them keeping the cards knowing there not going to lose it hurts. Trust me thats what happens when you play hurricane lol! But nice deck! Also tgw is excellent as it can give a lot of disruption.
 
Hi Prime, that's an almost good list. How about adding some Crystal Beach? Since your using all basic energy cards, Crystal Beach will deactivate Scrambles of Magmortar and DREs in Gallade/Gardevoirs... No Cessation Crystal counter? An early drop might ruin your setup early game...

Good points. Definitely suggestions for the newer versions of it. I think I left them out of the current version because nobody at my league runs special energy or cessation crystals. I know they are needed for competitive play, but they kind of take up space in casual league play if it doesn't counter anything.
 
Latilock would turn off Sceptile and Umbreon though. Sceptile is the bigger worry of the two. I don't know what I'd do. I don't know if there is a way to "tech a counter" for it, might as well just learn how to play around it.
 
POP4 Sceptile would just be something else taking up the space on the bench. The bench is already packed with stuff. Celebi* is decent, but is a little weak too. I don't like having to put my energy on Celebi to do anything with it. Also, it can get OHKO'd by Magmar with a plus power :/

Well, I am not going to start with Phione every game. Also, I'd rather Celio AND Phione every turn to get setup even faster. But you might be right in the thinking that I could have less Celio. So maybe 3 Celio.

Hmmmm, so how are we going to deal with numerous issues? Here are the spots I'd feel safe playing around with: the master balls and the grass energy. 13 Grass, while not a preferred count, is safe, and Master Balls are only supplemental here.

So, the problems:

*Latis - Since we've got three candy here, a 1-0-1 Dusknoir would be a pretty comfortable fit.

-Cessation. Warp Points or Windstorms? I prefer Warps, but that's just me.

-No gym variety. Beaches would be solid, as previously mentioned, but...Again, it's a room concern.

So keep these in the back of your mind:

*1-0-1 Dusknoir
*2-3 Warps or Windstorms
#Three Beaches if room permits
 
Instead of Phione why don't you play Celbi (sprouting)? It could get some extra energy out when needed and provides a excellent starting Pokemon.

deckmaster: I've seen Celebi played with the deck, but it doesn't help set you up. It just grabs energy. You'd need a lot more trainers in the deck if you wanted to get away with Celebi, and I just like the more consistent setup with Phione more.

Thanks for the replies everyone! I don't think I will keep working on this deck though. I feel Leafeon lv.X's bright future will be held in some kind of stage 1 speed deck, kind of like Arithmatic, or Four Corners, or something. It's Power isn't limited to grass energy, and only putting it with grass pokemon is going to increase it's bad matchups a lot.

So, definitely keep posting to give tips for other people's Sceptile/Leafeon decks, but don't expect any updates of the original post.

Hmm this deck will surely have potential, because I get the feeling that magmortar will be pretty much dead now,. It couldn't really match GG, and the new Empoleon will probably bring the end to that deck. However a new archetype around the new Moltres might be common though as well as some Scramble decks around Infernape, and they will probably walk over this deck,

Still I think it is a pretty intersting deck and I won't be surprised if it will be popular in the metagame! In such a deck that helps with the energy attaching you might cut down a few grass energies and instead play call energy that will match Phione perfectly! Keep at least 3 Celio to be safe for the times when you don't start with Phione.
