are masterballs still playable and can they get lv xs?

Nope, The card clearly says "Basic or Evolution", A LvX is not a basic or Evolution, Master Ball cannot search for a LvX. It could've searched for a LvX if it had the same effect as Dusk Ball.

A. Yes, you can. Earlier card references of "Basic Pokémon or Evolution card" refers to Pokémon in general, which includes Pokémon LV.X. (May 10, 2007 PUI Rules Team)

You're wrong.

Cards that were released before Lv.X were released and say that can search/get Basic or Evolution have been reworded and now they mean Pokemon.

Worlds is going to be HP-on so for that format you can play them. And masterball can get a lv.x.
