Not bad. But you misspelled Kecleon's name in your title and it's attack is too weak for my liking. I mostly like it for it's Poképower cuz you get to reuse Trainers.
 
While a stronger attack would be great, I tried to balance it for HS-on. This way, it's even in most regards to Smeargle UD. Same HP, same weakness, useful power, but somewhat weak attack. I traded "must be active" for "place two damage counters"
 
Don't listen to AR, he doesn't always make any sense.

The attack is perfect for a powerful support card like this. I think AR is one of those people who didn't like Claydol because he could only do 40 on a S1.
 
No. I LOVED Claydol. It was phenomenal! Excellent Draw Power and never ever deck out? Yes please! Claydol wasn't used for attacking. It was used for it's Poképower. And besides 40 damage > 20 obviously.

If you're using this to attack, chances are you're in a stuck spot. This is comparable to smeargle UD which does 0,20, or 40 damage based on flips for two colorless energy. This attack does twenty for sure, and ignores effects and such. And in case you didn't know, this is a basic. Claydol was stage one. 40 on a basic for CC is broken without a drawback, see Chansey PL
 
I think the 2 damage counter effect may hurt this fella's playability just a bit too much - especially since you can't use Blend In and then immediately use that trainer. While this is a tricky power to balance, I'd either give him 90 HP (Makes him less snipeable), or allow a player only one Blend In a turn and forfeit the damage counters.
 
hmm, maybe make him have 90 HP and count as a prime? Or, barring that, make it one damage counter with 80 hp. Note that the damage counter is only on the attachment part, not the usage of the trainer part. Not to mention, you could abuse this bad boy with seekering him up to recover trainers into your hand as well. Another cool idea, use it with the new ERL2 reprint. Flippy energy removal every single turn.

You should make a statement in the power saying no TMs or Tools. Cause the ruling on those would be weird. But then you also have plus power and defender...

Poketurn, yes, would be an issue. Power spray cannot be played on your own turn.
 
Abuses Lux Ball pretty effectively with:
T1:
Lux Ball, search for pkmn
Smeargle, use Power and search
Second Lux Ball, search for pkmn
T2 and onward:
Use Smeargle as a Basic Pidgeot.

And yeah, Poketurn would cause trouble.
 
Assuming HS-ON, most of these issues vanish. Heck, assume RR-on. What would be used then? Switch? Communication? Candy? Potion? MooMoo milk? SSU? some sort of ___ball? Life herb? Probably VS seeker. Although this would allow you to get gust of wind (catcher) in play even with trainer lock, sort of. (You'd have to have a non-trainer way of discarding it RR-on) This means the new Gothic coffin dude could be gusted around.
 
I like it! Although people are saying it's broken, I think it's fine. The power balances out by placing 2 damage counters on a card that can be easily sniped and has a low 70 HP. Lol, Surprise made me learn this card was only there for the power. I think it's awesome ;)!
