This deck sort of sprang from the rhypowgon idea (link to rhypowgon thread here: http://pokegym.net/forums/showthread.php?t=142536&highlight=rhypowgon), but it can attack and deal damage faster with gliscor while hippowdon and rhyperior are still setting up.

This deck first sends out gliscor for burning poison, while hippowdon and/or rhyperior are being set up on the bench.then gliscor levels up to paralyze and poison with paralyze poison. Gliscor lv. x then proceeds to use pester for damage and uses burning poison to go back to the hand if it gets severely hurt or if hippowdon/rhyperior finishes charging. After that, hippowdon uses save sand or earthquake to deal more damage than gliscor could. When rhyperior can knock out the defending pokemon with deep scrap, hippowdon retreats for free with the help of flygon's rainbow float.

another option is to take out the whole rhyperior line and add 1 hippowdon, 1 vibrava, 1 flygon, 1 flygon lv.x, 2 engineer's adjustments, and 1 luxury ball.

uh, you only posted 59 cards in the edit. Why did you take out the PONTs? They are good hand refreshers. Also, why did you take out the premier balls and a few energies? there are a lot of lv. Xs and premier balls get them the fastest. Hippowdon and rhyperior need a lot of energies.
 
I'd just flat out remove Rhyperior and Gliscor. FlyHippo is a decent deck, but needs a lot of consistency to work. I'd suggest adding in a Chatot MD in addition to the edits I and Rayquaze suggested.
 
Yeah, remove the Scor and Rhy, and thicken the Hippo line to 4-3-1, and Flygon to 2-1-2-1.
