Standard and Expanded Format Legal Card List Discussion

I can't answer for other countries, but for the US, sets are legal on the day of their official release. In most cases, that is the Wednesday after the second week of prereleases. Sometimes the PR schedule has to be changed slightly, but those cases are rare.
I just don't know the correct answer for other countries, sorry.

Do you have a link to the page with the Victory Medal on Pokemon.com? I was judging a League challenge and saw a deck with 4 Victory Medals in it. A master that I had no reason to doubt told me its still in format and I took his word for it. I'd just like to get some corroboration here.

I'm not sure which page you're referring to, the link in my post is to the Modified Legal Reprint list on Pokemon.com (which can be found from this page).

Pokemon.com says it's legal, and at this point, that's what matters—Any judge would have a hard time pushing that the card is illegal when an official source says it is, particularly due to its lack of set symbol. Both the Rules team and the Support portal have been silent on the issue, which is unfortunate with Nationals a week away.
 
There's a new version as of today (dated 06/04) that does not include Victory Medal. It also does not include Aquapolis Pokemon Fan Club, which I'd previously been playing with a reference card. :( (That one might be an error, though.)
