Holon Fossil needs Fixing.

No. It can't get them, and it shouldn't get them.
It was made before they were released, it would make absolutely ZERO sense to errata it to be able to get them.
 
If there was an intention for older fossil searchers to include these, it would have been errata'd alongside the fossils give prizes.
 
They probably should have used the phrase "Stage 1 Evolution card that evolves from a Fossil" (similar to Fossil Excavator). Unfortunately, a list was used, limiting the card's use.

Kind of like how Scyther [UF] allows you to search your deck for a "Scyther or Scyther ex" instead of a "Pokemon with 'Scyther' in its name".
 
If holon fossil worked for all fossil pokemon, I think Ramparados would be sick. Or is it Rampardos? Whatever
 
You know, Holon Fossil is a Trainer Card with Fossil in it's name, even with new D/P rules.

Due to Fossil Excavator's wording, shouldn't you be happy with just that? :/
 
It'll be updated if a new card named Holon Fossil is reprinted with different text
